Are there many students from university students who have difficulty speaking English?

My friend in Sydney is planing on opening a tutorial program, the cost is $5 per hour, plus a free meal and free study booklets designed by the teacher. He wants to know where he will meet students who need help speaking English. He's interested in helping students from Macquarie university, Sydney university, University Technology Sydney and University of New South Wales.
