How can an English teacher in Australia inform university students about his tutorial program?

My friend is starting an tutorial program to teach international students how to speak fluent English. The cost is $5 per hour, and it comes with free paper work and free DVDs for preacticing English. He wants to attract students from Macquarie University, Sydney University, UTS and UNSW. How can he inform international students about his program?

1. International students already get free English lessons AT their university as part of their enrollment program. The university will not be likely to advertise a non-accreditated program on campus.
